New York Issues Emergency Order as Measles Outbreak Spreads from Pennsylvania

In response to a growing surge of measles cases spilling over state lines, New York Governor Kathy Hochul has declared a statewide emergency. The move marks the first time a state has issued a disaster declaration related to the ongoing nationwide resurgence of measles that began in 2025.

“No one should get seriously ill or die from a vaccine-preventable disease,” Governor Hochul stated during the announcement.

Surging Cases Across State Lines

The emergency declaration comes as neighboring Pennsylvania faces a severe uptick in infections. According to state data, Pennsylvania has confirmed 977 measles cases and five deaths, with the bulk of transmissions concentrated in rural communities. Philadelphia health officials also recently issued warnings regarding potential public exposures at Philadelphia International Airport.

While New York’s total remains lower—reporting 108 cases so far—officials are taking aggressive preemptive steps to prevent further transmission. Across the United States, public health agencies have tracked nearly 3,900 cases, making it the worst year for measles in the country since 1991.

Expanding Healthcare Access and Vaccine Distribution

To slow the spread, Governor Hochul signed an executive order designed to cut administrative red tape and speed up immunization efforts:

*Expanding Authorized Providers: Pharmacists in New York are now permitted to administer the MMR (measles, mumps, and rubella) vaccine to children as young as two years old.

*Empowering Nurses: Registered nurses are authorized to order diagnostic tests for patients suspected of having measles without requiring a physician’s direct order.

*Streamlining Registries: All MMR vaccinations must be reported to state or New York City immunization databases within 72 hours. To expedite tracking during the public health crisis, consent requirements for reporting adult vaccinations have been temporarily waived.

Guidance for the Public and Exposed Individuals

Measles is an exceptionally contagious airborne virus. According to clinical data, roughly 20% of infected individuals require hospitalization, and severe complications can include pneumonia or dangerous brain swelling (encephalitis).

Health departments in Pennsylvania and New York are urging residents to verify their vaccination status. Local authorities advised that anyone who suspects they have been exposed—particularly pregnant women, infants, immunocompromised individuals, or those who are unvaccinated—should contact a healthcare provider immediately.

Public health officials emphasize that post-exposure treatments, such as preventative antibodies, can prevent or lessen the severity of the disease if given early. Patients experiencing symptoms are urged to call clinic or hospital offices before arriving in person so staff can take precautions against exposing others in waiting areas.
